Business Licenses applications and renewals can now be processed online for the City of West Covina. If any information has changed, or is incorrect, please make the necessary changes during the online process. If changes need to be made to any account related information that is not available online, please submit your renewal and corrections to WestCovina@hdlgov.com.

Senate Bill (SB) 205, signed by Gov. Newsom in 2019, requires a person or entity who conducts a business operation that is a “regulated industry” to demonstrate enrollment with the NPDES permit program. The SB 205 only affects those businesses with primary Standard Industrial Classification (SIC) codes that are identified by the State Water Board as requiring enrollment in the Industrial General Permit (IGP) are affected. Completion and submission of this information is required with your business license renewal. For more information, please click HERE.
Process
1. Locate your Account # and PIN on your renewal/return form and log in below.

2. Verify your information during the online process.

3. Provide information used to calculate your amount due.

4. Provide payment information. (E-Check, Visa, Mastercard)

5. Print a copy of your receipt.

Enter your account number. This number can be found on your renewal form in the box labeled "Online Renewals Now Available".
Enter your online renewal PIN #. This number can be found on your renewal form in the information box labeled "Online Renewals Now Available." Click here to have the PIN emailed to the primary contact's email on file.
